Wrong way on Xemxija bypass

Would it be possible to have a logical explanation as to why the St Paul's Bay Bypass has been closed to traffic flowing from north to south, rather than vice-versa? This is causing an extra inconvenience to northerners commuting to work in the morning...

Would it be possible to have a logical explanation as to why the St Paul's Bay Bypass has been closed to traffic flowing from north to south, rather than vice-versa? This is causing an extra inconvenience to northerners commuting to work in the morning with traffic jams starting all the way from Xemxija Bay.

Since most work commuters and school children seem to travel from north to south at roughly the same time, it would make much more sense for the bypass to be open for traffic to deal with that flow. Could something be done about this situation as soon as possible? It seems illogical to have little traffic on the bypass while traffic is completely congested from Xemxija all the way to Burmarrad.
