No speed or any traffic camera can be installed without the authorisation of a committee set up purposely, according to a measure announced by the government.
The committee is empowered to give any order to those involved with local enforcement, including operators and contractors.
The committee members, except for the President of the Local Council Association and the Director of Local Councils, will be appointed by the government.
The government is arguing that it should assume greater control in the implementation of local enforcement.
Through this committee the government, while wanting to retain the local enforcement system, would seek to ensure there was no abuse, the government said in a statement.
At the start of the year, a measure was introduced that gave the chance to persons getting a ticket for an offence to present a petition for a pardon on grounds of injustice, abuse or humanitarian reasons.
This measure was a success and over 50 per cent of appellants before the Petitions Board had been successful, according to the government.
