I recently watched the reconstruction of the St Paul's Bay bypass. It is a great project. The way it is being done will not stop the flooding but will make it worse. I may be wrong, time will tell.

Up to last winter, the water poured down from two different culverts, one of them reported two years ago because it is full of debris, gushing down through St John the Baptist Street, St Publius Street and Marchesa Bugeja Street, flooding residences and ending up in the Bank of Valletta branch, the police station and the vicinity.

Is the European Union, if it is financing it, responsible for flood damage? The contractors? The architects? The local council? The ADT? The insurers? Or will it be an act of God?
