Incomplete Zabbar park

Works on the park at Zabbar (near the football ground) have been going on for years. It's a pity that the park, with olive and pine trees, has been left unfinished for so long.
The park is sorely needed to offer breathing space to the clustered housing at Zabbar.
To add insult to injury, just across the border with Cospicua, works have just started on another park. Can someone explain what kind of planning is this?
Would it not be better to complete one project and then move on to the other, rather than having two places in a dire state at the same time? Has the target date for completion been established for the park at Zabbar?
Also, I urge whoever is concerned to organise activities in this park. Schools can bring children to plant trees to substitute the trees that have been destroyed by fires or the rubble that has been illegally dumped some time ago.
