By 8 a.m. this morning (August 11) the uphill S-bend at San Pawl tat-Targa was covered with three long swathes of fresh concrete spilled by a concrete mixer, plus dust and debris from previous spillage. It is quite obvious that the culprits are coming from the batching plants in the Burmarrad valley.

The wardens, green or otherwise, are conspicuous by their absence in this area. Unless something is done very quickly this newly reconstructed and resurfaced highway will soon become a victim of the unbridled, frenetic building development. I should like to ask: If polluter John Citizen pays a hefty fine for dropping a cigarette butt, what should be the penalty to these road polluters, whether they are the drivers of the mixers or the operators of the batching plants? Or are they exempt?
