Stuck in the post

I recently posted a letter in Malta for Gozo affixing a 7c stamp. The letter was returned to me with a notice demanding additional 4c postage. I affixed two additional 7c (i.e. 14c) stamps and posted the letter again. The letter still came back to me, this time without any comment.

I do not really care about an apology, as Maltapost every now and again makes. I ask Maltapost to let me know what I should do to have this letter delivered to its destination.

On this matter I have telephoned Maltapost on several of their phone numbers, never getting a reply. I write to The Times because in this way it seems that I have a better chance of getting an answer.
