Missing ladders

I would appreciate it if the authorities responsible for installing the swimming ladders between Surfside and the Tower in Sliema were to say why, to date, these ladders are still missing.

I believe the people who frequent this area for swimming deserve an answer.

A prompt reply in this paper would be appreciated.
