Eco contribution exemption/refund mechanism - Eco schemes contribution
It is proposed that the following information is provided by registered producers and published on the register:
The producer's details and registration number (possibly taking the form of the VAT Number2);
The address of the registered office or principal place of business of the producer in Malta;
A statement each year containing details of the quantity of goods put on the market and the quantity recovered (percentage);
A simplified ranking system giving a status to the producer depending on the amount s/he manages to recover (1 star to 5 star).
Mepa should ensure that :
The register is freely available to the public;
A percentage of all registered producers are audited to ensure that the details provided are correct (possibly farming out this task to an auditing firm);
The register should be updated annually following yearly re-registration (by producers).
