What are the objectives of the draft policy on floor area ratio?

¤ To define a tall building;

¤ To indicate preferred uses for tall buildings;

¤ To indicate appropriate strategic locations;

¤ To set out criteria for evaluation of proposals for tall buildings;

¤ To identify the information required for an appropriate assessment of proposals for tall buildings;

¤ To ensure that proposals for tall buildings contribute towards sustainable development and the improvement of the quality of life.

This policy paper is aimed at providing clear, positive and material guidance to developers, land owners, the public and Mepa on the use and design of tall buildings in appropriate strategic locations where there may be opportunities for such buildings, having regard to the policy directions emerging from the Structure Plan Review process.

At this stage, without a detailed urban design study/ character appraisal of each location, it is not appropriate or practicable to develop a policy, which is prescriptive about which sites within the identified strategic locations are, or are not suitable for tall buildings, nor to indicate a maximum number of such buildings which will be permitted in any specific strategic location, nor a maximum height. Instead, this policy sets out a framework within which a clear, comprehensive evaluation can be made as proposals come forward.
