Unacceptable practices

I have just read the article titled Oops, They'll Do It Again! in The Times. It is preposterous that in the space of a few months the works on this road have had to be re-done so many times. The government contracts committee should blacklist the contractor involved so that no future works would be entrusted to them, not even as a sub-contractor. It seems quite obvious that there is a high level of incompetence somewhere along the line and whoever is concerned needs to suffer the consequences of his actions (or lack of)
