Mr Treeby Ward explained in detail how the Constitution states that foreign-born had to renounce their foreign citizenship upon turning 19, otherwise they automatically ceased to be Maltese citizens (The Sunday Times, April 30).

All well and good. But Mr Treeby Ward has still failed to explain how the Department of Citizenship And Expatriate Affairs is issuing certificates stating "you are deemed not to have ever ceased to be a citizen of Malta".

So how do you explain how a person ceased to be a citizen of Malta on turning 19, and yet you now say he never ceased being Maltese? I would be grateful for a clarification.
