Unsuccessful petition

I had followed with interest the recent decisions by local council tribunals which had determined the necessity of speed cameras having to be calibrated according to Maltese law for claims for overspeeding to be acceptable.

Thus when I received a ticket fining me Lm30 claiming that I had been driving just 7 mph over the speed limit on the Regional Road, I decided to contest, since I was certain that I had not been overspeeding and that 7 mph must certainly be within the limits of the machine's error.

The tribunal, however, refused my request to view the camera's calibration certificate and took the camera's erroneous word against mine, finding me guilty all the same.  

I thus sought recourse to the newly set-up Petitions Board and filed a petition (ref 132/06). Surely this board would put things right, I foolishly thought.

Imagine my surprise when 10 weeks later I received a reply that my petition had not been accepted. No reason was given.

Is this Petitions Board just a rubber stamp for decisions already taken by the tribunal?
