Ms Amanda Caruana from Birkirkara explained how she was issued with a parking ticket because she was parked in front of her own garage (The Sunday Times, April 23).

May I point out that some months ago the TV programme Xarabank discussed wardens and viewers were shown photographs of a car parked in front of a garage near the Birkirkara council offices. Incidentally, this car was being used by the director or somebody in that capacity of the guard and warden agency.   

If I am not mistaken, it was explained that the driver had permission from the owner of the garage and the warden could not issue a ticket unless a complaint was lodged by the garage's owner.

Has there been a change in regulations to this effect? If not, was the commissioner of the Birkirkara tribunal right in asking Ms Caruana for evidence that the garage was hers?
