The Malta Communications Authority (MCA), which is the regulator for postal services, has published a consultative paper on the minimum standards needed to protect the integrity of mail by postal operators.

The MCA said that a key element was ensuring consumer confidence in the market.

"Mail integrity involves measures to ensure that mail sent by a customer reaches its intended recipient. Appropriate policies, procedures and measures should be in place by postal operators to ensure that the integrity of mail is protected. The obligations relating to mail integrity aim at minimising the exposure of postal articles to the risk of loss, theft, damage and/or interference," the MCA said.

The MCA will analyse and consider the comments received and publish its decision on the minimum standards for the protection of mail to be adopted by licensed and authorised postal operators.

Copies of the consultative document, Postal Sector - Protecting the Integrity of Mail, can be downloaded from the MCA's website at www.mca.org.mt or copies can be obtained free of charge from the MCA's offices.

Submissions are to be received by March 30.
