I refer to John Calleja's letter Enemalta Injustice (January 28).

The Water Services Corporation is answering this complaint because it handles the billing for both itself and Enemalta Corporation

The correspondent stated that he rented a flat, had to pay six months' rent in advance and paid for refurbishment - and then complained that he was asked to pay Lm200 deposit by Enemalta for water and electricity services.

We believe that just as the complainant's landlord felt the need to charge rent in advance in order to protect his interests, the Water Services Corporation too must look after its interests by insisting on a deposit for utilities supplied to rented premises.

Unfortunately, experience has taught us that rented premises pose a greater risk of non-payment of bills by tenants who run up hefty bills then vanish into thin air, hence the deposit.

However, we acknowledge that, on the other hand, there are many bona fide consumers who pay their dues on time without any problems whatsoever. This is why the WSC is considering introducing a system whereby long-standing consumers in rented premises, who have a good track record, will have their deposits gradually offset against their bills.
