What is Mepa's current stand on billboards and signs?
In recent years, there has been a sudden increase in the number of planning applications for permanent billboards. In 2003, a decision was taken to suspend the processing of planning applications for temporary billboards. In view of the increase in demand for billboards, it was deemed necessary to provide a clearer view on Mepa's position with regards to outdoor billboard and sign advertising and consequently a revision of the existing planning guidance on billboards and signs (1993).

It was decided that temporary billboards should no longer be permitted. In view of their temporary nature, such billboards have particular problems (e.g. road safety during installation/ removal of billboards; poor quality design of structures due to their temporary nature etc.), which would disappear if such billboards were to become of a permanent nature. This would also lead to a number of advantages, particularly relating to road safety and aesthetics.

In view of all this the authority has published a draft strategy with comprehensive guidance covering all aspects related to permanent billboards, signs and outdoor advertising proposals. All interested parties and the public are being invited to comment and offer their suggestions.

Do these guidelines include fascia and other signs on shops?
No, separate guidance has been produced for fascia and other signs on shops.

The draft document and maps may be viewed on the Mepa website www.mepa.org.mt.
