Dog's best friend
I think I've figured out why dog owners break the law and do not pick up their pets' poop. They feel insecure and I can see why. Imagine if an extraterrestrial saw a dog followed by a person holding the dog's leash and carrying the dog's fresh, warm poop in a plastic bag, whom would the extraterrestrial think is the dominant species, the dog or the person carrying the plastic bag?
We have a lot of these insecure people in Naxxar, and especially in Birguma!
