The first ever meeting of Commonwealth Foreign Ministers at a Commonwealth Heads of Government Meeting was the focus of discussion yesterday between Foreign Minister Michael Frendo and Commonwealth Secretary General Don McKinnon at Marlborough House in London.

The foreign ministers will be meeting on November 23 and 24 in Malta to discuss the contents of a draft communiqué before transmitting it to heads of government for further consideration and adoption the next day, when CHOGM begins.

They will also consider issues of concern to small states, on the digital divide, and other political and economic issues .

The ministers will receive reports from key Commonwealth organisations, such as the Commonwealth Business Council, the Commonwealth Foundation and Commonwealth of Learning. Representatives of civil society organisations participating in the Commonwealth Peoples' Forum will also report for the first time to a CHOGM through the ministers.

Dr Frendo and Mr McKinnon discussed in detail the proposed CHOGM agenda and other arrangements for the summit meeting.
