Malta must recycle tonnes of packaging waste. This commitment arises from the EU Directive 94/62EC relating to Packaging and Packaging Waste. This directive contains provisions on the prevention of packaging waste, on the re-use of packaging and on the recycling of packaging waste.

Member states must introduce systems for the return and/or collection of used packaging to attain recovery and recycling targets. By the end of this year, Malta is committed to recover 20,000 tonnes of packaging waste from the market.

Through the setting up of various schemes by Green Dot organisations across Europe, the culture of package recycling is now well established. In Malta, GreenPak has, for the past two years, been setting up a compliance scheme for the local collection and recycling of packaging and intends to work with Government, local councils and industry to establish an efficient, cost-effective system.

Close collaboration with both private and public entities is the key to a successful system. This is the subject of this year's conference, organised jointly by the international organisation ITUT and GreenPak, being held on the Tuesday at the Hilton Conference Centre, Portomaso.

The theme is 'Building Co-operation between Public and Private Enterprises'. To better understand how European governments interact with private enterprise, presentations will be given by Rolands Bebris from the Ministry of Environment Protection of Latvia, Christian Keri from the Austrian Environmental Ministry and Dr Marc Adams, legal co-ordinator of the Interregional Packaging Commission in Belgium. They will discuss the role of their environment ministry in meeting the Packaging Directive and also the importance of establishing close links with private funded organisations such as Green Dot organisations.

GreenPak's partners from the Czech Republic, Austria, Latvia and Belgium will also be delivering presentations on the success of implementing a compliance scheme in their country.

Liz Curmi from GreenPak, will talk about how GreenPak will operate, and a representative of MEPA will be speaking about industry's obligations.
