That there is a terrible gridlock in Malta at this time, and that it is likely to get worse, is a fact of life.
Suggestions have been made for a subway (underground) system. What I suggest instead is a sky-train system similar to what we have here in Vancouver. Such systems are simpler and cheaper to install than subways, and not affected by surface traffic. They can operate at high speed safely, and best of all, offer passengers a panoramic view of the beautiful Malta countryside and sea.
Were I in charge, I would install a link from the airport in Luqa to Valletta, with a stop at Marsa. Marsa would be my major interchange with a ring sky train from Marsa to Hamrun to Sliema to St Julian's to Bugibba, Mellieha and Cirkewwa, then around the south coast of Malta to Rabat, Zebbug, and Siggiewi, Qrendi and the other towns around the coast finally ending up back in Marsa.
I would then have direct spur lines from Valletta to Rabat, Zebbug and Mosta again meeting at either Marsa or Hamrun.
Eventually I would install a spur from north of Cirkewwa over to Comino and Qala in Gozo then on to Victoria.
How would this be powered? With the one resource Malta has in abundance - solar energy. A truly 21st century solution to a problem that, on our present trajectory, will only get worse.
