National Reform Programme

N.C.W. attended a presentation of the National Reform Programme at MCESD by John Aquilina, chief executive officer, Management Efficiency Unit at the Office of the Prime Minister.

EU countries are taking the Lisbon Strategy forward by preparing national reform programmes to implement the integrated guidelines to deliver growth and jobs.

The NRP states that Malta needs to improve on: sustainability of public finances; competitiveness; employment; education; and environment. An important aspect of this strategy would be to ensure that the quality of life and social inclusion also be bettered.

The NRP constitutes one of three strategic documents setting out Government agendas for the coming years. The other two documents are 'A Better Quality of Life', the pre-Budget Document; and the 'National Strategic Reference Programme'.

NCW recommends that all organisations study these documents, participate in the consultations taking place, and submit their comments with the highest priorities for the implementation stage.

The NRP document is available from nrp.meu@gov.mt; the pre-Budget document is available from budget2006@gov.mt, and for more information on the NSRF, and participation in the next phase of SWOT meetings, contact nsrf@gov.mt.
