What is Mepa's position regarding air-conditioning units in Valletta and on other historical buildings?
Mepa considers that the design and location of air-conditioning units has an impact on the quality of the historic urban environment and should be carefully controlled. Mepa is seeking collaboration with the relevant stakeholders such as the Valletta local council, the GRTU and the Valletta Rehabilitation Project to rectify the matter.
At present it is illegal to fix any element to a façades within an urban conservation area or on a scheduled property without a development permit. Therefore, most air-conditioning units fixed to façades in Valletta are illegal.
In order to conserve our historical buildings, Mepa will be seeking to find solutions to rectify the irregularities together with the owners or users of the establishments. However, it is envisaged that eventually enforcement measures will also be applied in persistent and unjustified cases of degradation. Mepa's actions are backed by a legal notice which enables it to be more vigilant on the installation of new air-conditioning units.
