5. are pet owners still allowed to restrict their pets to living a life in a garage or on a roof, where the pet has no chance to interact, know it's alive or develop to its full potential?
6. is there no clear and effective course of action and solution if one wants to report an animal suffering ill-treatment?
7. are penalties for animal cruelty still so lenient?
8. is there still no national neutering campaign for strays?

Duke: two and a half years old, male, English Pointer. Killed earlier this week by a certified veterinary surgeon because he couldn't run fast enough. Despite efforts by some animal lovers to try to home Duke, his owner was too impatient to wait, so he found a qualified professional to do the dirty job.
