The Arabs

In his letter of May 5, Joe Morana of Ghajnsielem said that "...the only true Arabs are the peoples of the Arabian Peninsula including Saudi Arabia, all the way south to the Trucial states". During my recent Arabic class, the tutor, of Tunisian nationality, stated that Arabs are simply those whose maternal language is Arabic. Who is right?
