Can anyone (The Mellieha local council? The Home Affairs Minister? The police? The Mepa?) explain the situation at Paradise Bay?

My understanding was that the foreshore is meant to be accessible to all. But long ago the areas immediately beside and behind the sandy beach itself were occupied by a massive lido. Hopefully this development was covered by a permit.

Now, however, about 90 per cent of the surface area of the beach itself is covered by sun beds with just a tiny corner being left available for non sun bed hirers. Is this correct? Who has allowed what to me amounts to a complete take-over of one of our loveliest beaches? There is room for scores, if not hundreds, of sun beds on the terraces of the existing lido.
