Writing in Maltese

Do Maltese citizens have the right to write in Maltese to EU institutions?

Yes. The Constitution for Europe gives the right to all EU citizens, including Maltese, to write to the institutions of the Union in one of the languages of the Constitution and must have an answer in the same language. This means that if a Maltese citizen writes in the Maltese language he or she must have an answer in Maltese as well.
