Who can revoke a suspension of a member state from the EU?
The Constitution for Europe explains that the Council of Ministers, acting by a qualified majority, may decide varying or revoking measures adopted against a member state found in breach of EU values. For the purposes of this decision, the member (Prime Minister) of the European Council or of the Council (Minister) representing the member state in question shall not take part in the vote.
