What is the first step for the entry of a new member state in the EU?
The new Constitution for Europe lays down that the first step for a European state that wishes to join the European Union is for that state to address its application to the Council of Ministers. The European Parliament and national Parliaments of member states shall be notified of this application. The Council shall act unanimously after consulting the European Commission and after obtaining the consent of the European Parliament, which shall act by a majority of its MEPs.
