Senior citizens

Maltese citizens from 18 to 70 years pay Lm10 for a driving licence valid for 10 years. Senior citizens over 70 years have to pay Lm20 over a period of 10 years (Lm4 every two years).

Are senior citizens in this age group penalised? Is this discrimination ?
