Under the new Constitution for Europe does the citizen have the right to access EU documents?
Yes. The new treaty establishing a Constitution for Europe lays down that any citizen of the European Union and any natural or legal person residing or having its registered office in a member state shall have a right of access to documents of the Union institutions, bodies, offices and agencies, whatever their medium. Most of these documents can be accessed from the EU website: http://europa.eu.int.
