Citizen's right to participate

How does the new Constitution for Europe defend the citizen's right to participate in the EU?
The new Constitution lays down that every citizen shall have the right to participate in the democratic life of the Union. The Constitution adds that decisions are to be taken as openly and as closely as possible to the citizen. It also expects political parties at European Union level to contribute towards forming European political awareness and to expressing the will of citizens of the Union.
