Leo Brincat, the Malta Labour Party's spokesman for foreign affairs, and Joe Mifsud, its international secretary, said that although the party had serious reservations over the timing of the election in Iraq, it augured that the message of hope by the UN general secretary Kofi Anan for this partial election would produce the desired result.

Mr Brincat and Mr Mifsud said this hope can only materialise if the election is looked upon as a positive aspect in a long, difficult and transitory process that would pave the way for free elections after a constitution is drawn up for the country.
