How are recommendations adopted by the Council of Ministers?
The new constitution for Europe lays down that the Council of Ministers may adopt recommendations, acting on a proposal from the European Commission in all cases where the constitution provides that it shall adopt acts on a proposal from the Commission. The Council shall act unanimously in those areas in which unanimity is required for the adoption of a Union act.
