A licensed VRT tester was yesterday charged with issuing a certificate confirming that a car was roadworthy without having tested the vehicle.
Biagio Muscat, 49, of Zejtun, as a person licensed to carry out VRT tests, was charged with forgery, fraud and the malicious use of forged documents when he issued a certificate stating that Twanny Fenech's car was roadworthy on October 21, 2004.
Meanwhile, Fenech, 47, of Tarxien, was charged with complicity with Muscat.
Magistrate Giovanni Grixti heard both Muscat and Fenech plead not guilty to all charges brought against them.
Police Inspector Joseph Cordina prosecuted.
Dr José Herrera appeared for Muscat and Dr Joseph Giglio appeared for Fenech.
