How are European Laws and European Framework Laws enacted?
The new constitution for Europe lays down rules on how European laws and framework laws shall be adopted. The two forms of legislative acts would be adopted on the basis of proposals from the European Commission, jointly by the European Parliament and the Council of Ministers. If the two institutions, namely the Council of Ministers and the European Parliament cannot reach agreement on a legislative act, it shall not be adopted.
