'Diplomatic' parking

On Sunday, December 19, at 6.30 a.m. I went to take my car out of the garage only to find a left-hand drive Peugeot 605 (registration CDB 128) parked on the pavement exactly in front of the garage door. This is clearly marked with a 'No Parking' sign.

Needless to say, I was left with no choice but to call the Sliema police station for a towing service. However, my chance of using my property that morning were cut short when the PC on the other end of the telephone line told me that this car belongs to the 'diplomatic corps' and that the police cannot even touch the car, let alone tow it!

Later I discovered that this car belongs to the Libyan Embassy.

Can someone please explain how a car owned by such a highly positioned diplomat can park in front of someone's garage, knowing that this car cannot be towed? Can someone responsible please tell me how ethically right it is to leave this car until about 2.30 p.m. blocking someone's garage? What if I had to use my car in an emergency?

All I am asking for is an explanation for such behaviour by this 'diplomatic' driver.
