How is the chairman of the Committee of the Regions chosen?

The new constitution for Europe states that the Committee of the Regions shall elect its chairman and officers from among its members for a term of two and a half years. The committee shall be convened by its chairman at the request of the European Parliament, of the Council of Ministers or of the European Commission. It may also meet on its own initiative. The committee shall adopt its rules of procedure.
