What will be the functions of the EU Minister of Foreign Affairs?

The constitution for Europe lists a number of responsibilities for the EU Foreign Affairs Minister. He/she must conduct the Union's common foreign and security policy. He or she must also contribute by his or her proposals to the development of that policy, which he or she shall carry out as mandated by the Council. The same shall apply to the common security and defence policy. The Minister shall preside over the Foreign Affairs Council of Ministers and will also be responsible for the Commission's external relations.
