Yes. According to the new Constitution for Europe, the new EU Foreign Affairs Minister will preside the Foreign Affairs Council of Ministers meetings. He/she will also be one of the Vice-Presidents of the European Commission taking part in the Commission's meetings. In other words, the person appointed will be a minister as well as a Commissioner at the same time.
