To what extent is the European Commission independent from member states?

All members of the European Commission are nominated by their respective member state. However, in carrying out its responsibilities, the Commission must be completely independent. The new Constitution for Europe adds that the members of the Commission must neither seek nor take instructions from any government or other institution, body, office or entity. They must also refrain from any action incompatible with their duties or the performance of their tasks.
