Mater Dei: Block C Level 13

This is the medical professionals quarters' top floor. Apparently this floor - which enjoys scenic views of the harbour and Valletta - will be used for administration offices.

Having been involved in consultation meetings for Block C as one of MAM's doctors' representatives way back in 2000, I am surprised that such a change is being proposed.

Since its inception, we insisted that the quarters should be a self-contained building for health professionals to have meals, to relax and to power-nap on the upper floors during breaks when on call. We also suggested that the lower floors be soundproofed to become a place for fostering continued medical education, using state-of-the-art technology. The plans were modified time and time again in order to achieve this.

Furthermore, we discussed other issues including adequate sound- proofing given that the air conditioning units, elevator machinery and chillers would be placed on nearby hospital roofs. We also asked that the building be easily accessible from the main hospital via sheltered corridors at all levels, while ensuring adequate security.

Given that the European Working Time Directive will eventually be implemented within a few years, the premises must serve the very purpose it was designed for. Level 13 should be solely available for health professionals on duty. Having busy offices in there will mean ongoing business activity, irritating noise and possibly unauthorised persons roaming around. This will prevent doctors getting their deserved rest and hamper their privacy when on shift, i.e. by day and night.
