Justice and Home Affairs Minister Tonio Borg presented the inquiry report on the workings of the Foundation for Tomorrow's Schools to the Education Minister Louis Galea.
The inquiry, conducted by Magistrate Consuelo Scerri Herrera, was requested by the Labour opposition.
Dr Galea noted that the opposition's allegations of series abuse, if not corruption, were unfounded where Dr Galea, the ministry and the chairman and board of the foundation were concerned.
Dr Galea said that in regard to the shortcomings pointed out in the report, these were not a secret and all the necessary measures were being taken by the government and the FTS.
The magisterial inquiry into the operations of the foundation found violations of public sector procurement regulations which did not constitute a crime in terms of the law.
