Kennedy Grove shame

I was driving through the countryside near Kennedy Grove, enjoying the fresh greenery, when I came across this.

It is such a shame that these things are still happening in this day and age, especially that now we have joined the EU. When are we going to have environmental wardens around to fine people on the spot if found dumping? Or is our environment not important enough to protect?
