There are a number of instances when under the new Constitution, the European Council (meeting of heads of government or state) adopt decisions by qualified majority rather than by consensus or unanimously. These instances include the election of an EU President for two-and-a-half years, the decision on how many formations of the Council of Ministers should there be, the rotation of who presides the meetings of the Council of Ministers, in proposing a candidate for the Presidency of the European Commission and in the appointment of the European Commission and the EU Foreign Minister.
