What is the role of the European Council?

The new constitution has retained the current role of the European Council. It has also at last formally placed the European Council as one of the EU institutions. The European Council, made up of prime ministers or presidents from all member states provides the EU with the necessary impetus for its development. The European Council defines the general political directions and priorities. It does not exercise legislative functions. In other words, prime ministers or presidents convened at EU level cannot enact laws.
