Can the Council of Ministers adopt measures that are not covered by the EU Constitution?

Yes. The new EU Constitution gives the Counci1 of Ministers, consisting of a minister from each of the 25 member states, the power to adopt appropriate measures in areas for which the Constitution has not provided the necessary powers. However, the Council of Ministers has to act unanimously as against majority voting. This means that such a measure can only be adopted if the all the 25 ministers agree. This provision provides more flexibility in the European Union.
