On September 20 my wife called on the radio programme presented by Lillian Maistre regarding the satellite dish licence. My licence expired on March 31.

When I received the licence renewal advice dated March 2, I paid it immediately although I had ample time to make payment.

In fact the statement indicated that the amount due was to reach the Wireless Telegraphy Department (WTD) by April 30. After such date, penalties will be imposed. As a law-abiding citizen, I always paid my taxes, including this notorious satellite dish tax.

On September 20, during the radio programme, I called the WTD twice to enquire about the refund. In the first instance, whoever replied told me: "Sorry, but you are not entitled to any refund". Then my wife called you during the radio programme and referred to the matter. You informed us that we are entitled to a refund and that the department is wrong.

At about 10.30 a.m. I again called the WTD and this time I spoke to another staff member, who again told me that I am not entitled to any refund. I also informed her that I had previously called the department, not the call made a few minutes before but before effecting payment. At that time I was instructed either to seal the decoder for a Lm5 fee or pay the licence. The WTD staff member stated that she did not make such a statement, which I confirmed, because I remembered it was a man's voice. She said that she would talk to her superiors about this matter. She also told me to send an e-mail to the department.

Before sending the e-mail, I would appreciate it if you would confirm that I am in fact entitled to a partial refund (i.e. the 11 months paid in excess). (Alexander Sciberras)

Regarding the satellite dish tax I must reiterate that any payments made to cover the period beyond May 1, 2004 are paid in excess and must be refunded. I sincerely hope that it will not be necessary to run another campaign regarding the respective refunds due.

Consumers' Association membership fees (for one year) are: ordinary Lm1.50; old age pensioners Lm1; students 50c; family Lm3.

Payment can be sent to L-Ghaqda tal-Konsumaturi, PO Box 464, Valletta, and cheques made payable to L-Ghaqda tal-Konsumaturi.
