Yes. The European Commission or the Council of Ministers can oblige the Committee of the Regions to submit an opinion within a very short period of time (one month). The two institutions may also disregard the opinion of the Committee if there is a delay. The Committee of the Regions may also be consulted on any other matter if the Council of Ministers, the Commission or the European Parliament considers it appropriate.
