If I had a 30-foot boat I would give rides to illegal immigrants. Just sail some kilometres away from our shores and on spotting a boatful of immigrants drifting in the sea, give them supplies and help them get to mainland Europe.

The reason why the Third World is not developing is because of the First World. Some First World countries (or union of countries - EU and US) use trading regulations to hinder economic development in such countries. An example of this are the massive subsidies on food exports - which stop the agricultural industry of the third world from functioning, thus building an economy.

The International Monetary Fund and the World Bank are two other culprits for the failure of development in the third world.

They force economic policies which might work in developed countries on such undeveloped countries, thus worsening their economic situation. A good book about this is Globalisation and its Discontent written by a former president of the World Bank. There are other trading regulations that are used by the First World against the Third, i.e. as barriers and sanctions.

The arms industry, which is very loose in the First World countries, sells arms to corrupt regimes and militant rebels in the Third World, sometimes to both parties in a conflict. Meaning that the first world is making profit from wars in the Third World.
