Obstructed pavement

The pictures show an obstructed pavement at San Gwann or St Julians, since, it seems it is exactly on the border and neither of the councils wants to take action.

I have already sent this message to San Gwann local council and no answer was given and to St Julians local council, who referred me to San Gwann council.
